Recreate cart when links to account
Jira: CORE-8961
Fixed an issue where linking a customer account partway through a transaction (rather than at cart creation) did not work correctly. The cart is now recreated/refreshed when the linked account changes, keeping cart and account data in sync and avoiding stale cart data during "place on behalf" bookings.
